The Power of Cheating abuses this gift to transform and warp the things around him to fit his plans.
"Comprehensive" utility means that he's not limited to shapes, but can bestow specific traits and properties:
[Birds] fly through the air-> [This Cammora Agent] flies through the air.

However, he does not have full Utility; if he transforms some poor mortal twice, they'll still have traits over from the first transformation, where the old modifications don't contradict the new ones.
